A 19-year-old city man has been arrested for the murder of 23-year-old Quan Scott, who was shot and killed inside his 101 DeGraff Street residence on June 22nd.

Isiah Waters was captured today at about 3 p.m. at his girlfriend’s 829 Bridge Street apartment by Department members and the U.S. Marshals Fugitive Task Force.

Although the motive for the shooting is still unknown, Waters is believed to be the person who chased Scott into his house and shot him nine times in the back as Scott ran up the stairs to his apartment. Scott died of a gunshot wound to his heart.

In addition to being charged with Murder-2nd degree, Waters is also charged with the felonies of Criminal Possession of a Weapon-3rd degree and Defacement of a Weapon for possessing a loaded semi-automatic handgun when he was apprehended. However, it was not the weapon he used to shoot and kill Scott. That weapon has not been recovered.

Waters’ girlfriend, 25-year-old Renee St. Clair was also arrested and charged with the misdemeanors of Making a Punishable False Written Statement and Endangering the Welfare of a Child. St. Clair, aware that Waters was a fugitive, lied to detectives during the investigation and permitted Waters to stay with her and her 2 young children, one of whom is Waters’ child.

Waters and St. Clair are both being held at Police Headquarters and will be arraigned on Tuesday at 9 a.m.
